Some people genuinely are. If he is like this with everyone -- friends, family, coworkers -- it is just his communication style. The test: is he different in person? If he is engaged and talkative face-to-face but minimal over text, this is likely the reason.
When someone is excited about you, it shows in their texts. One-word replies from someone who CAN text properly are a choice. He is putting in the minimum effort to keep the conversation alive without actually engaging.
